Massachusetts U.S. District Court 

Denise Jefferson Casper was born in January 1968 in East Patchogue, New York. She earned an undergraduate degree from Wesleyan University and her Juris Doctor from Harvard University. She clerks for judges of the Massachusetts Appeals Court.

Casper began her legal career as an attorney conducting civil litigation. She became an Assistant United States Attorney for the District of Massachusetts. She also served as the deputy chief of the Organized Crime Drug Enforcement Task Force. She later served as the Middlesex deputy district attorney in Cambridge, Massachusetts.

Casper was nominated by President Barack Obama in April 2010 to serve on the United States District Court for the District of Massachusetts. She was confirmed by the Senate and received her commission in December 2010. 

In the News…

Federal Chief Judge Denise Casper of the District of Massachusetts issued a preliminary injunction against the enforcement of President Trump’s policies regarding wind and solar projects. The Department of the Interior will not be able to apply its policies to renewable trade group members while the legal challenge proceeds.

Chief Judge Casper ruled that the developers of wind and solar would likely suffer “irreparable harm” if the administration’s restrictions on renewable energy continued. She ordered the Interior Department to cease conducting extra reviews for permitting actions. 

Judge Casper also blocked the requirement for the Army Corps of Engineers to consider the “energy density” of a power plant in its review for approvals.
